On May 17, the "Guiding Opinions of the CPC Central Committee and the State Council on Promoting the Large-scale Development of the Western Region in the New Era and Forming a New Pattern" was officially released.
The "Opinions" give the western region a very obvious preference in terms of land, fiscal, taxation, and other policies.

01 Chengdu will become the gateway to Asia and Europe for the entire interior
The Opinions clearly state that:
Accelerate the planning and construction of major projects such as the Sichuan-Tibet Railway, the Yanjiang High-speed Railway, the Chongqing-Kunming High-speed Railway, and the West (Ningxia)-Chengdu Railway;
Support Chongqing, Sichuan and Shaanxi to give full play to their comprehensive advantages to build inland open highlands and development and opening hubs;
Chongqing, Chengdu, Xi'an and other cities are encouraged to accelerate the construction of international gateway hub cities, and study the establishment of the Chengdu International Railway Port Economic Development Zone according to procedures.

Build a number of industrial transfer demonstration zones in the western region; Enterprises that have been transferred to the western region on a gradient basis shall be supervised according to the customs credit rating obtained in the original region;
The index of new construction land is further tilted towards the western region;
Increase the proportion of direct financing in the western region, support eligible enterprises to issue listed financing and refinancing at home and abroad, and raise funds through the issuance of corporate credit bonds and asset securitization products;
Green channel policies apply to initial public offerings and listings of enterprises in poverty-stricken areas in the western region, listing on the New Third Board, issuance of bonds, mergers and acquisitions, etc.;
Policies such as preferential income tax for enterprises in encouraged industries located in the western region will continue to be implemented after they expire.
For example, in terms of taxation, China's corporate income tax is 25%. However, as long as your company's main business meets the catalogue of encouraged industries in the western region, and its main business income accounts for more than 60% of the total income of the enterprise, income tax can be levied at a reduced rate of 15%.

The "Opinions" also put forward, "support the construction of the western region open platform, and give preferential support to the construction land required for the industrial development of national new zones and development zones, as well as the key development of open pilot zones, border economic cooperation zones and cross-border economic cooperation zones." ”
